Let’s see…. Bush grounded aircraft when they were hijacked and flown into buildings (well, not really, that sort of happened according to procedure. He sat there like a deer in the headlights, remember?). Bush was fast to run and hide, though.

They guy was on the watch list? Big deal. There are 550,000 people on the watch list, almost all put there by the Bush administration, many of them just to hassle for their political views. By putting everyone and their mother on the list, the Bush administration made it completely worthless and unmanageable.
