Is it possible to become a freelance contractor for the U.S. military?

One of my hobbies is to design and build my own drone, and finding new ways to control and link them to my computer, and coordination among themselves. There are plenty of fans who do this, but most are not very good at it. I was reading about the various problems and limitations of the current harvest and development phase of U.S. military UAVs, and I think I could make a very effective job in the field of micro-UAV control and avionics. Raytheon can continue to make great with missiles, but I'm getting closer to the development of devices dragonfly in size that can be used for surveillance or whatever. There are ways to avoid some of the current limitations with the things I'm gradually developing. But I'm just a guy working in their spare time without any external funding. If I file a preliminary plan for the military, would be willing to me in all funds, or buy some of my technology? How would that work?

You're probably better off contacting one of the largest defense contractors who specialize in this type of work. The SGA will probably not deal with a person – they already have the big companies which already have longstanding relationships. Many companies probably have whole teams of professional engineers working in what you are working. It is possible that you may have an interesting new take on the technology or have come up with something his teams have missed. Do not waste time trying to get in touch and say that DARPA "has something." Go with a company that specializes in this … Who knows, you could get lucky and land yourself a good job.
